    Mosquito Control For Wicomico Shores

POWSA is coordinating mosquito control for Wicomico Shores. We have looked into participating in the Maryland Dept. of Agriculture’s Mosquito Control Program. The objectives of this program include suppressing mosquito borne disease and reducing mosquito populations below levels that adversely interfere with our quality of life. Be sure to check out the Maryland Department of Agriculture’s informative summary of the Mosquito Control Program at their website http://www.mda.state.md.us. Some of the information provided includes:

    1) Center For Disease Control Questions And Answers Regarding West Nile Encephalitis
    2) Tips For Avoiding Mosquito Bites
    3) Tips To Rid Your Community Of Mosquito Breeding Sites
    4) Mosquito Control Mission And Goals
    5) Mosquito Control Program Description
    6) Mosquito Control Regional Offices
    7) Mosquitoes And Disease
    8) Insecticides Used For Mosquito Control In Maryland
The Mosquito Control Program works like this: Upon accepting our application, the MD Department of Agriculture performs field surveys of mosquitoes within our community. From this data it is determined whether a mosquito control plan is justified. This plan could include several control strategies. Control strategies include those directed at mosquito larvae and those directed at immature and adult mosquito populations. Control of immature and adult mosquitoes is typically accomplished by truck mounted ultra low volume (ULV) applications of insecticides. ULV application is not a mist or spray but like a fog.

As a resident, you can individually object to the fogging of your owned or leased property. To avoid having your property and a 300 ft buffer on all sides of your property fogged, you must submit an Exemption Request Form in writing to the MD Dept. of Agriculture, Mosquito Control Section. POWSA has copies of these forms for those residents objecting to fogging. Refer to POWSA Contacts for the appropriate person to contact for information.

Additionally, there are other methods of treatment for areas of standing water where mosquitos breed and feed. The MD Department of Agriculture will also be looking for these areas when conducting their field study. As some of our homeowners' property may not obviously contain areas of standing water, if you have standing water on your property that should be treated with non-fogging methods, then please contact your neighborhood coordinator. Refer to POWSA Contacts for the appropriate person to contact for information.

Normally, Field Surveys and control of immature mosquitoes occurs typically March to October. If you desire additional information you may logon the MD Dept. of Agriculture website referenced above, or you may call Maryland’s Mosquito Control Section directly at 410-841-5870.

    Enjoy the great outdoors!

    Storm Water Drainage Issues
on Sycamore Dr, Golf Course Dr, Army Navy Dr

There are enormous existing storm water drainage issues within Wicomico Shores.

By Fall, Department of Public Works & Transportation plans to have Shenandoah, Prospect Hill, and Army Navy Drives' shoulders paved to reduce the continued erosion problems along the street edges.

By Summer 2002, Department of Public Works & Transportation plans to have completed the rerouting of storm water along Sycamore Drive to ease the concentration of 44 acres of runoff through (currently) 5 homes front yards. The rerouting will reduce the problems, but will not eliminate the problems during heavy storm rainfalls.

POWSA is providing a link to the updated 7/1/2001 Storm Water Management Codes. The new Stormwater Ordinance that went into effect 7/1/2001 is now available on-line. (27 page .pdf file) These St. Mary's County regulations may or may not be considered by the County when considering our drainage issues.

Special Taxing District - Phase III
    & Lots Not Yet Developed

Phases I & II of the Wicomico Shores special taxing district are in place, and as a result many homes have begun to be built. In the last five years we have grown from a community of approximately 100 homes to nearly 400 homes. These households are able to deduct a portion of their tax payment, which comes with their monthly METCOM water bill, on their annual taxes should the household choose to do so. Homes in Phase I average monthly water & tax bills of $90 each month. Homes in Phase II average monthly water & tax bills of $120 each month.

The remainder of Wicomico Shores property lots, which were created in the 1970s, are scheduled to get water, sewage, and roads with the Third Phase of the Special Taxing District. Existing homes on Stephanie Lane (aka Chief Court) are to go from a dirt road to paved County maintained road with Phase III.

Planning for the Third Phase road construction was undertaken, but then stopped at County request.

POWSA is currently unclear what initiated Phase III as well as what stoped Phase III. The POWSA Board has many unanswered questions relating to Phase III.

    Adopt-A-Highway Program
    or other Road Sign Option

Have you ever heard of someone coming home along Route 234 and driving right past the entrance to Wicomico Shores? POWSA has been asked to look into getting some sort of sign along Route 234 announcing Wicomico Shores.

The State Highway Administration's "Adopt-A-Highway" Program has been contacted. As of September, 2001 our signs have been ordered and we anticipate beginning active participation in this program before the start of 2002.

    Boat Ramp Modifications
at end of Army Navy Dr in Marine Park

In April 2001, a few homeowners attended the public hearing related to the expansion of the existing boat ramp in the Wicomico Shores Marine Park.

POWSA has copies of these plans, and a copy was fax'd to the Wicomico Scenic River Commission to ensure they were satisfied by the St. Mary's County plans.

As of August 2001, the plans were under review by the Maryland Department of Environment.
